National Cleaner Production Programme

The National Cleaner Production Programme (NCPP) was discussed by the Government of the Czech Republic and passed on February 9, 2000 as Resolution No. 165/2000. This document provided for the implementation of The International Declaration on Cleaner Production ratified by the Czech Republic in 1999 by Miloš Kužvart, the former Minister of the Environment.

Pursuant to this Government Resolution, the Ministry of Environment established the Agency for the National Cleaner Production Programme (NCPP) under the Czech Environmental Information Agency (CENIA). The roll of Agency NCPP has now been passed on the National Cleaner Production Center (NCPC).

Objectives of the National Cleaner Production Programme

The objective of the National Cleaner Production Programme is to change the approach of companies, local governments, state administrations and the public towards measures aimed at environmental protection.

Government Resolution No. 165/2000 recommends that government ministers make a use of the NCPP principles and implement them in their sectors. The NCPP may be used as a tool of departmental policy implementation and strategies which aim to improve environmental protection.

Cleaner Production in Czech Legislation

Cleaner Production is linked to Act No. 76/2002 Coll., on Integrated Pollution Prevention and Control, Integrated Pollution Register and amendments to some acts. The tools of the CP strategy help companies reach a higher level of environmental protection and help the state administration improve the operations of their facilities.

In addition to legislation, cleaner production can be applied in the introduction of environmental management systems pursuant to ISO 14001 and European Parliament and Council (EC) Regulation No 761/2001.
